need mjor help please

I am getting this error everytime a user tries to post:

Warning: strpos() [function.strpos]: Empty delimiter. in /global.php(349) : eval()'d code on line 178

and

The following errors occurred when this message was submitted:

1. This forum requires that you wait 30 seconds between posts. Please try again in 30 seconds.

How do i correct this?
where do i go to correct it?
