Scrolling side columns in Forum home

Can someone create side columns for vbulletin that move up and down when a user scrolls up and down a forum?

Columns should only appear in the forumhome and ideally, should be manageable through the admincp so that advertisements can be inserted through there.

Here is an example of the type of columns I am referring to and a copy of the CSS belonging to this "moving column."

Can the accompanying CSS be integrated with vbulletin? If so, thanks.
