Usergroup certain access controls

Hi there,
(Speaking ESL and [my friend] using vBulletin v3.6.4)

I'm not the license owner so no way, asking it here.

We've created an usergroup called "assistant" with some of moderator access controls and features. In fact, they act as moderators' assistants. We would like to provide them an option with the permission of topic movement ("move topic"). yet no luck, it seems if we give the "move topic" permission they'd be able to access almost all "thread management" options and that's not what we'd like. We couldn't find any solution but thought it might be done using some modifications. Is this possible or are there any hacks/patches available?
