Notification mod - paid or unpaid - THREE members want it

There are now three different requests running - all for a notification mod.
There are some differences but a coder could really do something valuable here - and there are offers to pay as well.

I'd like all forum users to be notified by instant e-mail for any message posted anywhere in the forum, whatever users have previously answered or not to any thread.
In fact, I should be able to erase "Thread Subscription" as everybody would have "Instant Email Notification" for all messages of the forum, by default.
And I like to keep the "Instant Email Notification's" look.

it would be nice if poster could choose who to sent an instant email notification. Poster should be allowed to chose among user list, one, two, three... or even all users. Be aware that my forum has less than 50 users.

when a member posts a message (checkbox or radio button) to notify all users via e-mail that this message has been posted.
When the e-mail is sent, it will need to have a specific subject line, like "[Association Name] New Forum Post - [Topic]".

Admin can insert moderators emails to notify by email on a forum (this is possible now)
but user post form offers radio buttons/ checkboxes to select a moderator to notify of a post relevant to their knowledge/ role, rather than the post notifying a list of all moderators, as now.
Would cut the number of small forums I need by 90% !!!!
Existing admin option to add (other) moderator/s to always be notified by email to remain.
I have forum with only 50 users rising to 75 max.
6- 7 moderators.

Come on guys give us a hand here!
