How to make only a forum's moderator who can reply?

Hi there,

I want no body "except" the moderators of forum x can reply to threads, not any moderator

Through forum's permissions for users and moderators, I set both (Can Reply to Own Threads, Can Reply to Others' Threads) to No, so no one can reply to threads.

In the permissions of a forum's moderator, there is no option such as (Can Reply to Threads)

Is there's a way to achieve my goal
