I am considering converting our forum from ubb classic to vbulletin and asked for help at vbulletin.com and was told I "could solicit requests for this work over at vBulletin.org"

There is a free IMPEX programme which you can download when you purchase vBulletin which imports data from a variety of other BBS software including UBB. When you have purchased vB, if you want someone to do it for you then you will be able to post a paid service request in our designated forum here and someone will be happy to help.

Not unless you have a licence as you require a to be registered as a licenced user before you can post in the service requests forum.
