I don't know which it's called. I want it to be a new skin for my VB install. I don't want it to change actual vbulletin code, I do need to have a different header and footer though. How do I do this, and make it not visble to users as I am creating the new "skin"?

Why would I waste time with a test forum? I want it so that it's only selectable by the admin and that way I am viewing the new skin I'm working on, while regulars are only allowed to use the default vb skin. Then when I'm done I add the new skin so that it's available to users. Isn't that possible without a test forum? I just assumed it was.
My problem is, how do I create the one so that it doesn't use the same header and footer, etc. of the original default VB template,style, skin whatever? |

When you're creating the skin, there's an option which you can check so that it is not selectable by members. Do not create a child style, it will then just clone the default one and you can change the templates around with no effect on any other templates.
