Send all users an automated email, one week after they register

Hey all.

As a part of trying to retain new members, I was wondering how I could get the software to send out an automated email to a user, 7 days after they register.

(ideally this would be if they had made no posts, but that's not essential)

Any ideas how to go about this?

create a new php file.
in the php file do a select statement in the user table selecting all members who signed up 7 days ago
then mail them.

set it up as a cron job in vb
