I don't think that's a hack, they've just added a page within vBulletin, and used a template to code all of that.

There's a tutorial in how to create a new vB file in the hints & tips forum.

Yes I know how to create a new vb file, but their wasn't what you said. I think it's a custom hack and those articles are from a forum.
