...That is used for telling people to post more often/register? As in, if the person is a guest, it says "You are currently viewing our boards as a guest and thus have limited privileges, please register." If you are a user who hasn't posted in X days, it says "Hi [username], you should post more often." If you are a user who has posted recently, there is no special message.
