attachment type limited to specific forum

lets say i have a filetype(jpg) and i only want it to be posted in 1 forum is there any way to limit that via plugins or would it have to be via a code mod.
and maybe filetype (zip) in another forum.
(yes i know about ronin's download) but wanted something forum side and not additional.
it could be built in in which case i'm still a n00bie
