I was told it was PHP.ini
This is what it says with an image of letter and #'s that are warped and some have lines through it. Image Verification Please enter the text that you see in the image into the box on the right. You are asked to do this in order to verify that this registration is not being performed by an automated process. I was also told that it keeps unwanted bots from registering. |

I think you mean the image GD library installed? Since that features uses GD functions to create an image on the fly.
You can change the setting in the vb admin cp: vBulletin Options -> Server Settings and Optomization Options -> Quote:
