modifying login screen

I couldn't find anything regarding this in the threads. I need to modify the login screen and remove the several $vbphrase calls and add different ones but I have been unable to locate where this screen is created from. Tried searching thru templates and the PHP pages for the vbphrase used in the screen but come up empty. The items I need to remove are $vbphrase[not_logged_no_permissions], $vbphrase[not_loggedin_fill_in_form], $vbphrase[may_not_have_sufficient_priviledges], and $vbphrase[administrator_may_disabled_account] which make up the top text and ordered list on the screen. I then need to place an add banner in place of these items. If anyone can help me locate where these items are called from I would greatly appreciate it.

These error message are directly displayed from various php-scripts.

So this screen is constructed at the time it's displayed based on the conditions and subsequently the scripts that get called at that time, and there is no central place to edit whats displayed overall?
