Automatic Poll on thread creation, also possible auto rep points?

I have a section on my forum where artists can drop their songs for feedback. I would like two things to happen.

1. When they create a thread, in this forum only, a poll is automatically created with 5 options: 5 (Hot!), 4, 3, 2, 1 (Not!) with a poll title of Hot or Not?!

2. To encourage fans to reply, Id like it that when they post a reply of say, more than 250 words, they automatically get some REP points, once per thread per user to stop people having convos in there and getting REP for it.

I think 1 would be easy, but Im guessing 2 would be a bit harder. Anyone know how to do this or maybe its been done before? I looked but couldnt find anything.
