When I add a new User their password is garbled

When I am simply trying to create a test account through the adminCP and specify the username and password it says that the account was created successfully, but when I go back and look at the user account the password is all garbled. I run an older version of VB. Does anybody know why this is happening?

When I try and change the garbled password and save it I get this error:

that could be because the password is md5'ed
