Let's say that I want to use some custom phrases in the header, such as a forum description or whatnot. How would I use those phrases in the header template? Will I need to modify the code to cache them at loadtime, or will it be smart enough to load the phrase without additional queries?

If the phrase isn't in one of the groups loaded on that specific page nothing will appear, it won't attempt to get the phrase via an extra query. If you place them in a group that isn't loaded you'll need to modify the code. If they are pharses for the header, which I assume are used on every page (forum side) I'd suggest putting them in the Global Group.
