How Can I create a SPecial Drop-down menu for my mods and s-mods admins.

I want it to have Pre-Responses for Editing or deleting post.

but the menu needs to insert it into the post for the mod ,
I want the menu to have a list like:
Code 1
Code 2
etc,

where Code 1 means : Advertising
code 2: Spam
etc,
