Is it possible to make a forum where only moderators can start new threads, but users can reply to them?

yes create a new forum and edit the forumpermissions for the users
can post new thread -> no
can reply yes...

I think I am looking in the wrong place. These are the only options i see:

one more question: Is it possible to make it so that only the moderators of that specific forum can start new threads?

As of now all my mods can start a new thread.

just tell your mods they should just start a thread in their forums...
