Ive looked for the hack (if it is a hack) that adds an extra option in the users control panel to go directly to the edit avatar page.

You can see an example here at vb.org, just goto your control panel and notice the box that says "avatars"

Where is this hack?

I dont think one such exists..

Its not particularly useful but its quite easy to do
