If your using Windows I'd recomend either TextPad 4 or PHP Expert Editor, both are avalible on http://www.download.com

Dreamweaver 4 is what I use, but Dreamweaver MX has intrinsic support for PHP coding (i.e., popups while typing a function name, tooltips for functions, etc.).

Notepad is fine as long as you don't use WordWrap - switch it off, then open the file and edit, then save without touching WordWrap.

Note pad won't work though if the file has been saved in Unix format, you get loads of characters everywhere (ie at the end of the line where Unix uses a different terminating string for new lines then Windows does).

If you need to edit a file really quicly, then notepad, or Editplus... But if I'm developing something big, I'd prefer Zend Development Studio (although it's a little slow, but it's ok for me).

I can't stand it when people recommend Notepad. It doesn't have automatic indenting, and tab = 8 spaces, not the standard 4. Indenting is critical.
