Sticky visible "Can View Others' Threads"

I would like to know if there is a plugin or some sort available, I've been searching for quite some time now, however, i cannot find it.

I have a few forums where I want stickies always to be visible to registered users.

I.e; Report to management, I would like players to be able to post a topic in this forum, however, i have posted a few rules, and a format that I require them to use, but! I have Can View Others' Threads disabled, so they can't see reports they made against each other, The issue here is that they are also not able to see the stickies I posted (the format and rules).

Anyone that knows a solution to this?
I've tried the announcements, however, it's not looking professional.

Likely the easiest thing here is to use the announcements system for this...what about your announcement didn't look professional? You can use BBCodes/HTML so you would be able to make it look pretty much however you want.

Yes, I think you can define multiple announcements.

Just for the fun of it, I put together a simple product that I believe will do exactly what you want.

Download and import the attached .XML file, then visit the product settings to enable the product and select the forum(s) in which you wish the product to be active.

Let me know if there are any issues, or if you want any additional features.
