Smileys per usergroup?

I am trying to achieve the following:

2 Smiley categories: All and Members.
I would like to show to all usergroups the smileys from the "all" category
but only the category "Members" should show additionally to the usergroup "members"

Guess I could implement some conditionals in the "smiley templates" but can't figure out how to do this.

Any help/suggestions greatly appreciated
