looks like an html based site leading into vbulletin 4.2.2 but on second look its vb

The "home" page is just a simple custom page. The forum is as @mokujin suggested is vbulletin 3 series.

Looks custom to me, too. No indication that it's running off of any type of CMS other than using JSON for the infinite scroll effect.
