transfer users

How can i move users from the site to the forum, if i know the username and password? And how can i make a common registration and authorization of the site and the forum?
The site is using its own engine.
The problem takes the user with a password containing Cyrillic characters. And can we exclude from the comparison a login and password for authentication?
