Admin IP block for one hour

For the last several days myself and another admin are randomly kicked off the forum. When this happens we can't access the forum for about one hour (just get a timed out msg). After the hour we can get back in without a problem.

This only seems to be affecting admin as no other users have reported a problem. I have tried everything from disabling hooks to clearing cookies on my computer.

It is almost like we are suspended for an hour for entering our password wrong x amount of times... but we haven't. It is just random but seems to kick us off when uploading an attachment more than anything else.

Is there some setting that would give a user (or admin) a one hour suspension to where you can't access the forum at all? Using a different IP I can log on during the one hour timeout, so something is telling Vbull to block our IP for one hour and not our username.
