Can't view tag pages?

I am trying to access a tag page, like:

http://mysite.com/tags/blackberry/

This works perfectly fine under my admin account. As a guest, it does not work. As a registered user, it works.

Is there some setting or something for this? As a result of this behavior google can't even crawl these pages...

What shows when a guest tries to do a tag search?

What do you have in Usergroup Manager > Unregistered Users > Can Search Forums?

Unregistered users CANNOT search forums

This is intended behavior. But does this mean there is no way to go to a tag page?

I realize it could be considered a search, but it is linked and crawlable by search engines.. more of a "browse" feature...

The tags page is just another search page. So, if you don't allow users to search, then they can't search for tags either.
