that theme is free. Once you buy the vbulletin software, you will be able to download it. From the vbulletin control panel you can import and activate that theme.

One of the reasons so many programmers and designers choose vbulletin is because of the many free "MODS" and "PLUGINS" already available. I am sure you can find a free MOD/Plugin to use for your "referral system for pay"
