IF you still have this problem, you can try to go to http://example.com/favicon.ico or http://example.com/forum/favicon.ico and refresh the page a million times, until you can see the updated one

It always works for my browser to cache the new one

If your old favicon was named favicon.ico AND your new one is named the same thing, it will take a long time to change to the new one especially if you're using IE. The only way IE picks up icon changes immediately is if the icon name changes.

Try to check the spelling of your new uploaded favicon.ico it will not ovewrite your current favicon if you uploaded different name.
