What would be the correct syntax to add a conditional based on thread/post activity.

I would like to add a widget that only shows to members who have made 25 or more posts/threads in the past 30 days.

I don't think there's any variable to check for "posts in the past 30 days". You would have to write a plug that does query to calculate it.
