customizable JUST using the stylevars? (Adding your own images etc)

I'm new to the entire self customization and am not sure if a skin like this requires additional coding because there are additions that don't seem to be in the default vbulletin skin.

Example: The white boxes surrounding the actual forum tables.

That site has been customized, does not seem major but off the top I can tell you the header, login, search etc is custom.

What portions or files would I need to edit to achieve that look? Also is it just html/cs's?
