You have to verify that you are a licensed owner of vbulletin before you get access to downloads and codes.

You may have not been showing as licensed when you tried to download (you are showing as licensed). Give it another try and let us know if you still have issues. You may want to delete your cookies, close and re-open your browser, maybe even restart your computer.
