What is the best free or non free banner rotation or ad management software/script to use with vbulletin? I've seen phpads but not in action. Is it good? Are there others that can handle a large load, have client admin panels with stats, put targeted ads in specific forums, read user cookies to show new ads and spread out across users.

Whether it's a script, asp, free, commercial I don't care but want to start off on the right foot. Any recommendations are appreciated so I don't make a mistake out of the gate.

Try phpadsnew. It's free and very powerfull. And there are topics over at vbulletin.com which tell how to use it with vb. The URL is:
