Whats The Best Mod To Stop Multipule Accounts?

Im Using Vb 3.8.6

Nothing I know of stops it, other than preventing people from registering under the same email.
Admin CP ? vBulletin Options ? vBulletin Options ? User Registration Options ? Allow Multiple Registrations Per User.
