Formatting questions

I just recently upgraded from 3.7 to 4.8 and am trying to get the board to look like it used to. I'm not a technical person and things have changed so much from when I originally formatted the board that I'm having problems finding the answers to some of my questions. I've included screenshots of my old board and the new one.

I'd like to move the top right text (welcome, log-in, user profile, settings, etc) below the header. Is that still possible?

I can't find where I need to go to change the header link url.

I want to make all of the white space around the forum black.

I want to center the category and forum titles.

I want to switch the last post position with the threads/posts position.

I want the page numbers to go between the sub-forum and the threads.

I forgot to add that I have edited the WGO in the stylevar but it won't change. The color stays the default color.

Thank you so much to anyone who can help me with any of this. Like I'm said, I'm not a technical person so I don't understand a lot of the language out there, and I'm not sure what I changed in the past or if vbulletin changed it. Again any and all help will be greatly appreciated.
