Is there any hack or mod for notification to admin and moderator whenever new thread or post is posted?

You don't need a mod for that. Just enable RSS. It's in the manual under "external feed".

Show All Moderators > Edit Permissions > Receive Email When a New Thread is Created > Yes and Receive Email When a New Post is Created > Yes

I inherited a vbulletin forum....
Does this work even if you don't have the moderator assigned to the subforum? So if I'm set as a moderator on the overall forum and I have a subforum. Do I need to set the individual as a moderatore in order to receive the emails?

If you want to receive emails, you need to set that option.
