Upgrade issues 3.5.2 to 3.8.4

We are upgrading from an old version 3.5.2 to 3.8.4 and during the upgrade I get stuck at a few spots. I tried skipping them that did not work.

So I put everything back tried again, I get to "This script will update your vBulletin installation to version 3.7.0 Release Candidate 4" step one Step 1) Critical Template Changes and it just hangs there..

Any idea how to get this to work? I even removed all my mods but I am not sure what is causing this to get stuck. Any help would be great.
