I was thinking it would be cool if there was an avatar were u can set a post number were people can have a costem avatar instead of enabling it for everyone.

this is already present in vbulletin

go to the admin panel then vBulletin options.

Click Avatars

then there is a edit box saying

Minimum custom posts
Minimum number of posts that a user required before they can specify a custom avatar for use.
