[vB4]Restrict user(s) from starting too many threads

Is it somewhat possible to create a mod that restricts specified user(s) from starting an unlimited amount of threads in a forum? Like allow them x amount of threads in x amount of hours, and no more? Tried to find a plugin for it, no luck.....
