If you set the doc_width StyleVar to make a fixed width site, the popup for attachments, socials and others will also be set to this width, ergo: if you set the doc_width to 1024px, your popups with be 1024px in width.

If it's a bug, it would be posted in the bug tracker over on vbulletin.com. Have you looked there to see if it is posted? If it isn't posted, and you feel they should re-evaluate this, then post it in the bug tracker.
