$vbphrase not working in custom page

i tried to use $vbphrase in my custom pages.

only the phrases from global field work when I use them in templates

but when i use them in .php file, none is working, even not from global field

i think i hav to declare something in .php file but i dont hav idea. can anyone plz help me
