whether we can help to include the "top stats" that is "quick link" because I exclude top stats and after me and no options in the quick link that may include top stats please see photo,I search in VBulletin options, I have nowhere found for switching the option "Enable Top Stats" in the "Quick Link"

I'm not sure what you are trying to show in that image, (it's showing some missing phrases in the Quick Links dropdown), but there is no Top Stats to enable in the Quick Links dropdown. Top Stats is probably a mod. Try searching on "stat*" in "all mods" "titles only"

Now I activated "top stats" from this link "misc.php? to = enablestats" but we now disappeared, "MGC Chatbox Evo" and can not include it I do not know what the problem is now

That's a modification and problems with modifications need to be posted about in the modification thread. However, if you have a problem between two modifications, the developers may not be able to help at all because they are not going to test their mod with every other mod and figure out issues. In other words, you may be on your own fixing any issue between two modifications.
