I have searched and found nothing.

Will it be possible to have stickies (edit: also the ablility to close threads) in social group discussions. Only admins and the group creator can post a sticky.

Do you mean will it be possible with default vBulletin? No.

Dang! That stinks! Social groups are practically useless without more administrative control, and are a really needed feature.

I notice you said "with default vBulletin", is there a hack or mod which works well on 3.8 and the new 4.0, to add this functionality? If so, which one?

I do not know of a mod (but I've never looked for one either).
