You know those submit buttons?

I wanted one of those, but when you click it, it opens up a new window, with the dimensions 400x400, and it's of the page "themes/default/syling.htm".

What can I do to that?

It sounds to me like you just want a javascript popup window. The code for that is available on about any site about javascript. (Actually, it's even in the vbulletin code.)
