Does anyone know of a good software program I can buy that will allow me to create flash and banners.

Flash with adobe photoshop? dont think so.
For banners u cud use photoshop or fireworks.

Flash stuff well.. try animfx,mixfx,swiftkit.
Adobe flash will be a bit advanced for newbie's
