Is a "contributor" considered a moderator?

well the original site admin modified a default usergroup to fit the needs of the contributor usergroup.....if that makes sense

A moderator cannot ban another moderator AFAIK. So if VBulletin considers the contributors as moderators, they will not be banned. (by another moderator)

in the administrator permissions in the usergroup management, the are neither mod nor admin....

But is it usergroup 5, 6, or 7? Those by default were moderator groups and it is hardcoded into the software to not be able to ban those usergroups.
