By default users are not able to upload TIF files to their profile albums. How can I allow them to upload this format?

I wouldn't recommend it. There are a lot of TIF viewing exploits that can be used to hack people's computers.

Tiger is correct - a lot of exploits can occur in TIFFs. A famous example is the hacking of the PSP using TIFF.
