I need mod, that when user create new thread or new post check content of this thread or post and when find stop words (list stop words admin enter in control panel) - automatically delete thread and ban user (optionally).

As far as I know, this isn't a built in feature. And I have not seen any mods that does this. Sorry.

I've never used it, but couldn't you use the Spam Management to do this (if you are mostly concerned with first posts)?
