Is there any way to "bump" or move a reply to the first post? I am consolidating a bunch of post from different topic. For example, I want post #4 to be post #1 even though it was posted at a later time.

There is no feature available in default vbulletin to do that. I don't even think I've seen a modification to change post order. You would need to change the date for the post. And, if a post then would be first in a thread, then you would have to modify the thread table also since it keeps track of the first post id/user/time.
