User ranking

Im needing a plugin which uses cron's to update every 15 mins shall we say, I need it to allow users to rank up to the next usergroup say if they had 15 posts they'd be on the normal user group, What plugins best for this?

It sounds like you are talking about being promoted to a new usergroup at 15 posts. You could just change the promotions task to run every 15 minutes instead of once an hour.

But will that be able to handle about 5000 members at once?

What's 5000 members at once? You are going to promote 5000 users every 15 minutes?

Well at the start all the users are going to obviously be registered members, then they will all have to rank up wont they?

If you are worried about it, turn the board off for the two minutes or so that the query will take. However, I really don't think it's going to create a big load on the server. That isn't that many users. I've deleted users in groups of 3000 on my board and noone has ever noticed a thing.
