When i am posting a thread or using quick reply or just reply, there are no bbcode buttons. this is in all styles so its not a style. is there any option that enables these?

Do you mean like Bold and Underline and such or like Font Colors and Font Size? If that later, you probably need to enable the WYSIWIG editor. You can change that in your User CP. If it isn't available there, then you probably don't allow it - see vboptions > message posting interface > controls

thats weird. the default for all the users is a basic editor but in the admin cp full WYSIWYG is enabled

Not so weird. You probably have the default for new users set to the Standard editor - vboptions > user registration options > default reg options
